### Proportional Representation
* Half of the seats determined by provincial lists

* = vote for party, party gets seats according to share of votes
* half of seats by voting on national lists, other half on provincial lists
* disadvantage: provinces quite large (9) → not really local
* possible disadvantage: no threshold → many small parties (not important,
why: next step)
